It identifies several gaps in the current analysis, particularly the lack of strategies for maximizing government revenues and an overemphasis on attracting investment rather than securing a fair share of mineral wealth. The report recommends a more comprehensive fiscal regime review, including an assessment of past government revenues, transparency, and risks such as profit shifting and tax avoidance. It also stresses the need for greater economic benefits for future generations and Indigenous communities.
